All government public digital services must adhere to the Digital Public Services Policy and the corresponding standards defined within.
At its core, this policy has three objectives:
- Design and develop online services for and with the public;
- Deliver value quickly and continuously to Saskatchewan people and the Government of Saskatchewan; and
- Reuse and build upon existing design knowledge and tools to maintain cost efficiency and support One Government strategy.

The following standards ensure that project teams are delivering incremental value quickly while improving satisfaction with valuable service delivery.
Accessibility Standard
Accessibility is about universality and creating content that can be used by as many people as possible regardless of abilities, devices, environments, locations of access (e.g. library, home, or band office) or quality of access (i.e. internet speed). Accessibility within digital services must accommodate people with visual, auditory, motor or cognitive disabilities.
Browser and Device Standard
GoS digital services must be available and functional to all users. This means designing and developing applications that work on multiple browsers and devices equally and successfully.
Data Analytics Standard
Website analytics is the collection, reporting, and analysis of data in relation to usage. Online services like websites, mobile apps and web applications need to have a form of usage-based analytics installed to capture client usage metrics as well as provide historical reports.
Digital Content Writing Standard
Writing for digital communications is different than writing for print. Learn the best way to present digital information with the purpose of attracting the citizens’ eyes and giving them the information they need. The standards apply to all digital communications – saskatchewan.ca content, digital services copy and social media posts.
Digital Design System
The Government of Saskatchewan Digital Design System is a library of reusable assets and components used as building blocks for creating digital products. To give the building blocks meaning and structure, the design system must adhere to the digital standards that guide them.
Iterative and Incremental Standard
A clear outline of the iterative approach should be built into RFP language and defined at the start of each project with the purpose of outlining the base requirements for the Minimal Viable Product (MVP). Future iterations can be added as a continuous improvement plan.
Mobile App Store Standard
The Government of Saskatchewan (GoS) provides citizens with mobile applications ('apps') available for smartphones and other mobile devices. GoS has a developer account in the Apple Store and Android Play Store. This provides a central location for all GoS apps to reside within.
Service Design Standard
Service design is a process that involves:
- conducting user research to better understand and build empathy for users;
- building prototypes to act as the first models of a service; and,
- testing a service regularly with the people who will use it.
Survey Feedback Standard
User feedback is necessary to reduce the guess work that goes into designing and implementing digital services. By regularly assessing feedback, we ensure the service is meeting the needs and expectations of the user by developing a clear understanding of that service's audience.
URL Standard
Domain names and URLs are an important touchpoint since they are accessed at the initial stages of a user journey. For this reason, all web addresses are evaluated for their contribution to a positive user experience.
