It's essential to ensure goods and services are procured in an open, fair and transparent manner. Goods, Services and Construction
The procurement of all goods, services and construction projects by ministries and many public agencies are subject to the rules and regulations contained within The Purchasing Act, 2004, The Highways and Transportation Act, 1997 and are subject to the Financial Administration Manual, section 4505 (Purchases of Supplies and Services) . All services contracts are subject to the Financial Administration Manual, section 4510 (Contracts for Services). Any purchase of goods over $10,000, services over $75,000 and construction over $100,000 by ministries are subject to the terms of the New West Partnership Trade Agreement. Trade agreement procurement thresholds
The Saskatchewan Procurement Thresholds (In Canadian Dollars) chart outlines the thresholds for procurement obligations for five trade agreements government procurement:
- New West Partnership Trade Agreement (NWPTA) between British Columbia, Alberta, Saskatchewan and Manitoba;
- Canadian Free Trade Agreement (CFTA) between all Canadian provinces, territories and the federal government;
- The Comprehensive Economic and Trade Agreement (CETA).
- The World Trade Organization Agreement on Government Procurement (GPA); and
- The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) (international.gc.ca)
Print, advertising and communications

Legal services
All contracting for private legal services by ministries must be done in consultation with the Ministry of Justice.
Information Technology (IT) goods and services
All contracting for IT goods and services must be done through The Ministry of SaskBuilds and Procurement.
